Then I set "Turn off monitor" to "Never", but using "system standby" for 15min, then "System hibernates" for 1h. It works now. Even if you set "Turn off monitor" and "System standby" to the same time lets say 15min is will work. But if System standby time is more than "Turn off monitor" it will never work.
BTW, sometimes it doesn't work if there is specific applications running such as iTunes or Internet Explorer. Okay, I was looking up issues regarding the power options not working after installing SP3 for Windows XP and came across this link. I see there is still no solution posted from MicroSoft. I guess they figure if they wait long enough then no one will remember about this issue. Well its still around. The original setting prevented the XP setup from seeing the target hard drive and I saw this message:.
Setup did not find any hard disk drives installed in your computer. Make sure any hard disk drives are powered on and properly connected to your computer, and that any disk-related hardware configuration is correct. This may involve running a manufacturer-supplied diagnostic or setup program. Setup cannot continue. To quit Setup, press F3. After all Windows files were copied the computer reboot and from this point on the monitor would repeatedly go in and out of power save mode, but this did not prevent the Windows XP install from running.
However, I was unable to see the prompts given by the XP installation, for example the naming of the computer. As most of you know if this prompt is not answered in this type of installation the installation will not continue. The way I solved this was by finally switching to a newer Samsung monitor which enabled me to see the prompts and continue with the installation of Windows XP.

Currently I am unable to truly save a power scheme of my own. It just disappears. It does not matter if I use 'apply', or whatever. It is infuriating. The curious thing is that I had 2 power schemes of my own saved and working. But suddenly, while trying to adapt them, they are just wiped. Besides all that, it is not guaranteed for ANY scheme to work.

Power management options are at their defaults, so the only thing set to go to standby is the monitor.
